Yes. The Instagram HubSpot integration needs an Instagram Business account linked to a Facebook Page, because Instagram's messaging API doesn't work with personal or creator accounts. Sign in with a Facebook user who is an admin of that Page, and turn on “Allow access to messages” in Instagram's privacy settings. In HubSpot, you need admin access and a Professional or Enterprise GTM seat. If you see “No Instagram accounts available”, the Facebook user isn't an admin of the linked Page, or the Instagram account isn't set to Business.

No. Instagram only lets businesses reply to people who messaged them. You can reply within 24 hours of the customer's last message; outside that window Instagram blocks replies except its approved message tags. These rules are Instagram's, so they're the same on every platform.
